ANZAC Class Frigates - case study
Since entering service, ANZAC Class Frigates have been involved in multiple deployments, including multi-national deployments to East Timor and operational periods in the Persian Gulf.
The challenge
The task of keeping the Royal Australian Navy’s eight ANZAC Class Frigates sea-worthy and capable of dealing with the frontline scenarios they perform around the globe is significant.
In addition to the scheduled ship maintenance, new exercises and deployments create ongoing demands to upgrade and enhance fleet capabilities.
UGL’s ability to deliver safe, quality endorsed, on time and value for money projects was reflected in the ratings from Defence.

Under the DMO Company Scorecard system, UGL consistently exceeded expectations for ANZAC Class Frigate- related activities most notably for overall performance in the Cost, Contracting and Defence / Contractor Relationship categories.
These ratings from Defence indicate a very high level of confidence to the Commonwealth of UGL’s ability to deliver safe, quality endorsed, on time and value for money projects.
HMAS Stuart, May - June 2010 The production phase for HMAS STUART was completed as scheduled, resulting in 176 tasks being performed.
HMAS Arunta, May - June 2010 This project included the refit package ‘Survey and Testing’ to ship certification and the refit of upper deck preservation.
HMAS Toowoomba, Nov 10 – Dec 10 The main focus was tank / confined space work and major refurbishment to the flight deck and boat decks.
UGL worked closely with all parties including the RAN, RAN sub-contractors and civilian sub-contractors to maintain open communication and work delivery to complete the refit and certification on time.
HMAS Toowoomba, Aug 07 – Feb 08 As a subcontractor to Thales Australia, UGL completed the installation of the HARPOON Missile System and Communications Electronics Support Measures upgrade on HMAS TOOWOOMBA. UGL installed the Harpoon missile system, including the manufacture and installation of all structural frameworks, foundations and necessary support structure. Electricians ran, connected and tested all electrical cabling throughout the ship through multiple watertight bulkheads.
Key outcomes
In 2012, the Depart of Defence (Defence Materiel Organisation) awarded UGL the Quality Management Performance Benchmark Recognition Award for meeting and exceeding the Maritime Systems Division Supplier Quality Management Performance Benchmarks.
The RAN Maritime Systems Division manages and monitors suppliers using the Maritime Services Division (MSD) Supplier Quality Assurance Program (SQAP). UGL exceeded the RAN benchmark with an MSD SQAP score of 91%, demonstrating UGL’s experience and proven track record for providing ship refurbishment services for the RAN.
For UGL, the HMAS Toowoomba project was an exemplary performing contract that set industry benchmarks.
